The present article deals with the connection or relation between smart cities and public
procurement. The concept “smart city” is used in a wide sense; to that extent, smart cities are considered to be
all the urban communities planned with the purpose of improving life quality and conditions of all its
inhabitants, applying, to that end, reflected, balanced and intelligent solutions. The construction or creation of
smart cities is, thus, a complex procedure, promoted by the public sector, however, that requires, to a large
extent, the colaboration of economic operators. That colaboration is based on contracts that create, develop and
execute smart solutions for the cities. That implies or demands the outline of procedures that pursue the
promotion of public procurement of innovation.
